Legislative Update on Military Pension Tax Exemption NCNGA

As mentioned in an earlier update House Bill 83 passed with tremendous support 105-5. While the Senate did not take up House Bill 83 as a separate bill they did include the wording from the bill in Senate Bill 105, https://www.ncleg.gov/BillLookUp/2021/s105 , budget bill page 632. While Senate Bill 105 passed the Senate 72-41 it failed in House Subcommittee, as expected. This triggers a Conference Committee that consists of the Senate and the House. The Senate has named their committee, which you can view at the previous link, but the House still has to appoint its members. Hopefully, the committee can agree on a budget compromise that keeps the Military Pension Tax Exemption in place. If this occurs it will be sent to the Governor for signature, the concern is he could veto entire budget since it does not currently include Medicaid expansion. Keep your fingers crossed and stay tuned for further updates.

In addition to the Tax Exemption there are a number of other Guard Focused items that are in Senate Bill 105. They include:

  • Funding for armory construction projects
  • Transfer of management of the Tuition Assistance Program back to the Department of Public Safety
  • Tarheel Challenge Codification
  • North Carolina National Guard Job Act – Page 465

1846
Santa Fe, New Mexico – Soon after war is declared against Mexico, American Brig. Gen. Stephen Watts Kearny with 2,000 soldiers, mostly Missouri volunteers, enters this town unopposed. He claims New Mexico for the U.S. Later the Missouri troops will fight near the Mexican town of Chihuahua City where they soundly defeat a larger enemy force, inflicting 600 losses while only suffering 6 causalities of their own.
