2022 Commemorative Ornament Now Available NGAUS 

The National Guard Educational Foundation’s Annual Commemorative Ornament is now available.

Following the Soviet Union’s collapse in 1991, Europe entered a time of uncertainty as new democracies emerged. The National Guard Bureau saw an opportunity to leverage the skills and versatility of citizen-soldiers and airmen at the grassroots level to maintain stability in the region.

The Guard’s dual federal and state missions made it ideal to demonstrate effective democratic institutions, pursue humanitarian assistance and develop crisis management mechanisms across institutions. This idea formed the basis of the State Partnership Program, which officially established its first partnerships on April 27, 1993.

On this ornament are the national flags of the 13 partner countries that joined the program in 1993 and are still active today. They represent the partnerships of Maryland and Estonia; Michigan and Latvia; Pennsylvania and Lithuania; Tennessee and Bulgaria; Texas/Nebraska and the Czech Republic; Ohio and Hungary; Vermont and North Macedonia; Illinois and Poland; Alabama and Romania; Indiana and Slovakia; Colorado and Slovenia; Arizona and Kazakhstan; and California and Ukraine.

Should the National Guard Get Free Health Care? Gen. Hokanson Is Trying to Make it Happen Military.com 

Gen. Daniel Hokanson, the chief of the National Guard Bureau, has two years left on the job to accomplish one of his biggest priorities — and biggest challenges.

At the top of Hokanson’s to-do list as he quickly approaches retirement is securing free universal health care for the National Guard. Unlike their active-duty counterparts, part-time Guard troops aren’t entitled to health care when they are off orders.

But the change is a heavy lift because of its high price tag: $719 million per year. The cost is giving lawmakers cold feet, and Hokanson’s effort has gained little momentum despite his pleas to Congress at public committee hearings and behind the scenes.

White House: Space Missions Are Federal, so No Need for a Space National Guard AirAndSpaceForces.com 

President Joe Biden’s administration is not backing off its opposition to the creation of a Space National Guard, even as a group of lawmakers continue their push for it.

In a statement of administration policy on the Senate’s version of the 2023 National Defense Authorization Act released Oct. 18, the White House Office of Management and Budget once again made clear that it believes a Space Guard is unnecessary and instead touted its proposal for a hybrid “Space Component” that includes full-time and part-time Guardians.

Unlike policy statements from last year, however, the OMB went further in arguing that all space missions currently performed by the Air National Guard are federal in nature—meaning states have no need for a Space National Guard.

“DOD’s space missions currently performed by members of the National Guard are solely Federal missions and should be migrated to the Space Component over time,” the policy statement reads.

The White House’s argument, in effect, is that there are no specific missions for which states need military space forces, so those should be consolidated on the federal level.

That’s a new element of the administration’s argument against the Space Guard, an argument it first started making last year when a proposal to establish a Space National Guard was included in the House’s version of the NDAA.

October 27th — Today in Guard History National Guard 

1858
Theodore Roosevelt, who would become the 26th President of the United States, was born on this date in New York City. “T.R.,” as he became known, was one of the nation’s most notablePresidents, advocating a larger military presence in world affairs and taking great interest in formulating progressive national policies at the turn of the 20th century.

Roosevelt was appointed a second lieutenant in Company B, Eighth Regiment, New York National Guard in 1882. He would later describe his initial military experience as “invaluable.”

Roosevelt’s most famous experience with National Guard soldiers, however, took place after the start of the Spanish-American War in spring 1898. He left his position as Assistant Secretary of the Navy to raise a regiment known as the First Volunteer Cavalry. It would be composed of college students, prospectors, miners, cowboys, and other Western outdoorsmen. The self-styled unit became known as the “Rough Riders.”

The unit was composed primarily of many men from the territories of New Mexico, Arizona and Oklahoma, as well as the state of Texas. Their ranks were filled by many experienced militia soldiers from the Western United States. The decisive victory of the First Volunteer Cavalry on Kettle Hill energized by Theodore Roosevelt, although often misidentified as San Juan Hill, brought great fame to the unit. Roosevelt received great accolades for the mission, and would become Vice-President in 1901, and later ascending as President of the United States that same year after the assassination of William McKinley in September.
