As the Army National Guard prepares to reduce its force by 8,200 soldiers this year, the component is seeking new ways to grow its leaders while ensuring its formations receive the right training and resources for its missions at home and overseas. More than 9,000 Army Guard soldiers are deployed or preparing to deploy overseas, with soldiers supporting operations in Iraq, Kuwait, Afghanistan, the Balkans, the Sinai, Djibouti, Honduras and Guantanamo Bay, Cuba. In 1781 in Yorktown, Virginia, after a siege of three weeks American independence is assured when a British army commanded by General Lord Charles Cornwallis is entrapped in this village. Cornwallis is compelled to surrender his more than 5,000 troops to General George Washington. Washington, himself a former Virginia Guardsman, commands a combined Franco-American force which contains in its ranks several thousand militiamen, primarily from Virginia, Maryland and North Carolina. The Army must rely on more rotational forces as well as the National Guard and Army Reserve as it prepares to expand its training mission in Ukraine and continue reassuring its European allies in the face of Russian aggression. “We’ve only got 30,000 [soldiers],” said Lt. Career troops will have an extraordinary new choice to make under the new retirement system approved by Congress: Take the traditional pension checks or opt to receive up to half the promised pension benefit in the form of a one-time, lump-sum cash payment. That lump-sum option is one of the most controversial features of the new system that appears likely to become law later this year.
