Senior leaders from United States Africa Command (AFRICOM) and subordinate command United States Army Africa (USARAF) joined the National Guard, hosted by the North Carolina National Guard, to discuss the future of the State Partnership Program in Raleigh recently. Out of 54 countries in Africa, USARAF’s area of responsibility covers 53. The partnerships with African countries are focusing on cultivating long-term relationships and goals. Read More…

A special commission on the future of the Army is calling for a compromise in aviation restructuring that could keep AH-64 Apache helicopters in the North Carolina National Guard. The National Commission on the Future of the Army report proposed a middle ground between the Army’s Aviation Restructure Initiative, which would have seen all of the National Guard Apache helicopters transferred to the active force, and the counterproposal made by the National Guard Bureau, which would have kept the six current National Guard Apache battalions intact.  Read More…

A threefold increase in helicopter crash deaths last year is raising questions about whether budget cuts are endangering troops by forcing deep cuts in maintenance and training. Twelve helicopter crashes in 2015 killed 30 service members — three times as many deaths as in 2014. Twelve more died Jan. 14 when two U.S. Marine CH-53 Super Stallions collided off the coast of Oahu in Hawaii during a night training flight.  Read More…

The National Commission on the Future of the Army’s findings in its report released last week could alleviate some friction between the Army and the Guard as it offered solutions to build more “connective tissue” between the regular and reserve components. Eight commissioners appointed by Congress and the White House examined the service’s structure and policies relating to its size and force mix between the active, Army National Guard and the Army Reserve. The Pentagon has designed its 2017 budget request to push more money into the fight against the Islamic State group and shift resources for potential conflicts with Russia and China, Secretary of Defense Ash Carter said recently. “Key to our approach is being able to deter our most advanced competitors,” Carter said during a speech to the Economic Club of Washington, D.C., a group of private sector and government leaders who meet regularly to hear from national policymakers.
